Sending a message?

My wife and I recently spent some time in Washington DC. This is one of the works of art I found there. It is very beautiful and I am just wondering about the positioning of it as it appears to be in the process of running over the Capitol Dome. And it seems to have a revolutionary theme as well. Or maybe not.

Further information about this would be appreciated if anyone can tell us about this statue.

Update/ This is what I discovered about this work of art. Here is the artist who created it. And here is what it is about. It seems unlikely that it has anything to do with trampling politicians. Although who can really see inside the mind of an artist? And especially one who leads a life that falls far from its potential?
